陈兆文（Rockwell “Rocky” Chin）是一位民权律师和活动家，1947年出生于华盛顿特区。20世纪70年代，他加入了“地下室工作坊”艺术团体，参与亚裔美国人运动。他持续呼吁赋予少数群体权力；尤其关注纽约唐人街的亚裔美国人。1989年，他带头帮助了纽约亚裔律师协会（Asian American Bar Association of New York，简称AABANY）的成立，并担任董事之一。
1992年，国会通过了一项法律，正式指定五月为亚太裔传统月（Asian/Pacific American Heritage Month）。同年，陈兆文协调组织了第一次亚太裔美国人市政厅会议，会议试图解决对亚太裔社区重要的政治问题。随后，他在2001年竞选纽约市议会议员，但输给了艾伦·格森（Alan Gerson）。从2007年到2015年，他担任纽约州人权司平等机会和多样性办公室主任，目前是美国退休人员协会纽约执行理事会（AARP New York Executive Council）成员。
